But Raul has the resources advantage considering he has 2 billion followers and keep climbing despite after his death till 2035 (10 years later)

Except Light has FAR more followers since bro is literally the god of a global cult. It's also easy for Ligth to dismantle Raul's influence by targeting his followers. Remember, Light at his peak reduced global crime to 80% and stopped all wars. That's how powerful he is at his peak.

Do we have specifications on the numbers? As I remember, Light kills like thousands of people while Raul has 2 billion at the start and keeps climbing up to trillions in 2035

This weak. My point is Light's peak influence FAR exceeds Raul due to its supernatural nature. Tell me, can Raul slow down global crime and literally force world peace like Light? Regardless of how incredible Raul's social influence is, it's not gonna stack up well against a supernatural weapon that makes it far easier. Raul can spend years to extend his power like that, but it took Light months to be a global threat

Except based on our last debate, Raul does not immediately have this. Light certainly has the time he needs to slowly scare the crap of his followers. Heck, he does not even need to target them directly; just targeting regular criminals and building up infamy would scare them. Also, nothing is stopping him from acquiring spies via threatening some of his followers.

Without the main casts stopping Raul, he can do it within a few days or much less considering he only delayed his world wide hacking because the main casts raided his base to steal his quantum entanglement at the very start of the mission campaign. Also, his followers are highly loyal to him that they are willing to die as seen he caused riots in Iran and North Korea. Yagami doesn't even know Raul's organization + Raul has CIA agency working for him and Light only showed he could fight off the FBI, not CIA

We even see 10 years later, his followers are being targeted and lose trillions in casualties from world governments yet they continue to fight on
