nothing in suggverse is even a tier 0 since there's always someone stronger than the last omnipotent

so there's no need for negative tiers, because nothing can surpass tier 0.That's just nonsensical

The so called Omnipotents aren't even Omnipotents to begin with.

Most of them are gonna be Tier 1 from what i remember (why did i even take a peek at that work i would never know) but oh well.

No, you can't surpass Tier 0. But wouldn't Suggsverse have a Tier 0 character anyway? I haven't read it (and never will).
