Questions regarding scaling chains

Ok say a character (Let's call him B) does a feat that's calculated at exactly baseline High 6-C+ then there's a character (Let's call him C, whom is the god tier of the verse and is obviously superior to B). How big does the scaling chain need to be for C to become Low 6-B?
 
I don't think you can get Low 6-B like that TBF, when taking into account the new upscaling rules.

No matter how large? Like even if they had 13 scaling chains on B? How should this be treated in a vs match when they fight a character whom is 2 Teratons?

Yes.

However, if that High 6-C+ value was like 1.2x or 1.1x smaller than baseline Low 6-B (Or even closer to the baseline number like say, 1.05x away from Low 6-B), and if character C could easily stomp Character B, then no, then you'd have a case for upscaling.
