Questions about Tier 2

I have questions I would appreciate getting answerd regarding tier 2:

- How does a Low 2-C becomes 2-C without feats? Say X character is Universal+ by destroying a normal Universe with its space-time. If this character gets a power boost that is stated to make him multiple times stronger, would that count as 2-C? That would also apply to 2-C becoming 2-B

- Regarding 2-A, if a character is capable of destroying a 4th dimensional universe that is infinite in size, would that require 2-A AP or is it still Low 2-C? Is an infinite Multiverse composite of finite universes considered similar to an Infinite Universe?

1. No, they need feats of destroying more than one continuum in order to be 2-C, just being amped will only make them a stronger Low 2-C. Same with 2-C to 2-B.

2. No that would just be Low 2-C. And yes.
