Currently Type 2 Concept is defined as

Such concepts, or forms, are mostly transcendent of reality. These concepts shape all of reality and whatever level that reality exists in, and everything in reality "participates" in these concepts. These concepts interact with their objects in the same manner as listed above. In this way, the alteration of these concepts will change every object of the concept on whatever scale has been shown.

So you need to affect a concept that all of reality participates in.

One thing I question about though is, what if you affect a concept such as this but it only affects one person? Like lets say you destroy the Concept of Time for one target? Would it be type 2 for affecting a reality spanning concept, or only type 4 because it affects only 1 target?
 
Type 2 concepts are transcendent of reality, which means that they are not affected by the "physical" world

For example, if you nuke all the cows in reality, and the concept of cow is still "alive", then its probably Type 2

Yeah but affecting a concept like that = It has to change all of reality.

But if you affect a transcendent concept on the scale of 1 person is that Type 2 because it affects transcendental concepts, or Type 4 because it doesn't affect the rest of reality?

Its someone destroying a transcendental concept (Something like time) for a single target (A regular guy in this case)
