Question regarding timeframe and standard speed calculation?

I have three questions>

1. When do we exactly use 1/25s timeframe? Ignoring movie or anime, I know that some calculations use such timeframe for one panel scene but does that apply for every medium of reading material with pictures (Manga/webtoon/manhwa) as long there is no contradiction?

2. Do we have standard speed use for missiles? I know that speed of missiles vary depend on type which can go from subsonic to Hypersonic, but what if there are no direct statement regarding the type of the missiles use? Should I use the lowest speed or try to find some sort of average between typical missile speed? Also, let say a character have a robot which is a specialize artillery form which possess many kind of missiles, do i still need to make a blog or I could just use average standard speed of missile from wiki or something?

3. If there are character which consistently react to lightning attacks, let say he had consistently Mach2 to Mach 3 in reaction speed, and then one character able to blitz him from tens of meter away, can I use the lowest Supersonic Reaction Speed of 0.00265 seconds for that calculation? Will this also count as calc stacking even if I don't actually use the value Mach 2 and 3 itself?
