Question on Sandbox Creation and Editing

So I'm having a tough time with this. I did the steps I saw on the wiki page about how to create one, as in, adding a /sandbox after my username in the url. But when I get directed there, it says that I don't have permission to create this page. Its probably important to note that I just made a Fandom account today to actually get into this kind of stuff, and its different from my username here because it was already taken.

Multiple accounts? I don't remember ever creating any prior accounts because every time i have attempted to do so before, Fandom just wouldn't let be create account IE, not put in any information, so I assumed that the names were simply taken.

Though I am getting some deja vu here.
