Question about vs matches

So let say an match between 2 characters
Character A is faster, has Precognition and can one shot character B
However character B can do it as well via soul hax ability but will only use it after the characters tanks multiple punches (which means character A would use his main wincons first)
Will it be considerated stomp or not?

It is possible to have fair and debatable Vs matches where one character can one-shot the other (Depending on the P&A, IC actions, range, etc).

The example you brought up makes it seem like character B dies before getting to do anything which sounds like a classic stomp to me.
