I keep debating with my friends wether this feats is 3A(my argument) or is L2C (His Argument)

Here is the feats

I'm new to this community, is my argument correct or his?
 
If a character can destroy everything in a universe without effecting its space-time then its a 3-A feat. If a character can create/destroy/effect the very space-time of the universe then it would be Low 2-C. After reading the paragraph provided above, this seems more like Low 2-C in my opinion.
 
Another thing: If this character destroys a small portion of this 4D spacetime, then it's High 3-A. Infinite 3D power. Because a finite portion of 4D contains an uncountably infinite number of 3D snapshots of that portion of spacetime.

you can prob argue this l2c if character can create universe from scratch, big bang feats like that are inherently low 2-C

is he still inside the said universe when it's saying he can destroy a universe? (like no HDE or BDE bs) then just go for lowest feat that being 3-A. destruction of the universe inherently doesn't account for destruction of time unless specifically stated in the feat itself.
