Question about the Tiering System

There' still some stuff that I don't get. The greatest of them is: why is a character from a tier not always able to defeat a character from a lower tier? For example: Mario and Luigi managed to defeat Dreamy Bowser, a 2-B tier entity. Why weren't they considered worthy of entering the 2-B tier, since they can tank attack and deal damage to a 2-B entity?
 
The reason for this is that characters who could destroy only a wall can have hax that can influence characters who can destroy universes and such.

I see, but why don't hax let them go higher in the list then? Is it because they may be too specific for a certain situation?

well they do let them get higher in tier example: GER is 8-C physically but is high 3-A with hax

An outlier is a feat or anti-feat that is beyond or below what is shown to be the normal capabilities of a character.

Mario and Luigi defeating a 2-B in base is an outlier since they regularly struggle against tier 4 enemies.
