Why is Todoroki's attack potency only Large Building level when the calc linked on his page is Multi-City Block level?

Question about Shouto Todoroki's attack potency

This is referring to his regular attack potency, which is comparable to blasts of Izuku's 100% One for All and Bakugou's Explosions.
The calc on the profile refers to his all-out strongest attack, the Giant Ice Wall. But you're right, I should probably rearrange the links.
