You can do so in a blog post. As an actual page vsbattles doesn't accept personal versions. Neither would fcoc nor joke battles wiki, I think, since it isn't on-topic for their communities. Someone more knowledgeable from those communities may correct me, though.

Can what be used?
No. If an official image is available it is better if they have, though.
Fan art? Or?
Fan Art of reasonably good quality that actually depicts the character in question can be used, but credit to the original artist has to be given.

I'm just using the same Goku who has a profile right now but using my own scaling. I'm pretty sure that's not allowed though.
If it's for a blog you can add anything... I think but if it's for the wiki and you are going to use fan art you have to add the name of the person that created it
