From what I've discussed with Ultima:
1. Beyond Logic. If it's contained by Logic it's locked into High 1-A+. Being as general as possible, Omnipotence as it would be in a Tier 0 format is beyond any definition/property (or 'Qualities' as the wiki puts it) you can place on the term.
