Question about multipliers

Lets say if a character constantly defeats monsters who are x times stronger than him. Would the multiplier apply even if we have no starting feat to multiply from and what would we multiply from?
 
If there is no starting feat, you have to find subsequent feats and it will just be the level after applying the Multipliers.
