question about large size calculation

the speed section of the large size calculation page says this:

"As mentioned in the AP section speed can under circumstances be taken from size. An x-times larger character should also be x-times faster. However, strict confirmation is necessary."
If we know nothing about the character and he has no feats beside being large, can we rate its speed as a "possible" rating?

If, in-verse, there is nothing that suggests that the Iarge character is aIso extremeIy sIow Iike in some cases, a PossibIy or IikeIy rating shouId be fine imo
