Why do we consider that his blessing is High 1-B when the influence of the Chaos gods outside the warp is 4-Aish?

Nah, its a legit question.

If they are only High 1-B inside the warp, why do their powers work in a High 1-B scale outside?

The reason why they are restricted to begin with is due to the God Emprah. It isn't the Materium having some kind of property that weakens them or something.

So i think that we consider it High 1-B power null because the Emperor isn't here to restrict them

The Emperor likely isn't even able to fully hold them back, any more. 8th edition lore from the extremely recent Chaos Daemons codex suggests that were the four Chaos Gods not so busy dicking each other over in the wake of the Great Rift, they would have already completely and utterly consumed realspace.

Which is Low 2-C if you want to pretty much ignore all existing lore, but 1-B if you actually take the multiple "realspace contains many higher-dimensions and pocket realities" statements into account.

I honestly don't know. 4-A is sort of like "most destruction caused within the physical universe without actually being in the physical universe".

The problem with the Chaos Gods is that they don't have non-Warp manifestations; probably because they can't. The Gods are linked to the Warp. For them to move into the material universe, it would be consumed by the Warp. Then they'd...still just be in the Warp.
