Question about high 1-A+

I have a question concerning the high1-A+ level, if a character is omnipotent in the sense that he can actualize everything without introducing the modal realism in the verse can he be high 1-A+? because if he is he can actualize everything he wants and therefore the MR, so he scales not directly on the possible worlds but on the fact that he can scale on them.
