Can anyone explain me why Heavenly record is type 2 concept? Why are conceptual in nature is beable to type 2 concept?

Uh, because it is a concept that governs reality and exists independent of it.

Like how Yogiri and Tomochika aren't physically in their heavenly record's universe but they are still conceptually tied to their heavenly record.
