Can 3-D beings defeat far higher beings in a tier with it?

For example: a character who is 5-A can defeat a High 3-A because the latter can't resist durability negation.

No one resists Durability Negation, they resist abilities that negate durability.

Though, yeah. Hax that negates durability can allow you to defeat a character of a higher tier on the same Dimension.

Though depending on the effectiveness of the Hax in general and the difference in stats and powers, then even negating durability might not help.
