Question about Deoxys' speed in pokemon

So if Solgaleo/lunala is Massively FTL+, shouldn't Deoxys scale to that in speed form? I'm pretty sure Rayquaza>Solgaleo/Lunala, and Deoxys should be equal to Rayquaza. +That supports speed form being faster then Solgaleo. Also, I know stats are game mechanics, but does Deoxys having almost double the speed of Solgaleo stat wise mean anything?

So wouldn't "At Least sub-relativistic" or "Sub relativistic, possibly Massively FTL+" do? Or does it have so little relation to Solgaleo/Lunala just prevent it from scaling to them alltogether.
