Then how can he be perceived by 3D beings and humans/aliens as well as be interacted by Kevin?

Higher dimensional beings can be perceived by 3-D beings, the 3-D beings can perceive his "3-D parts"

I'm not that knowledgeable about Ben 10 anymore, but:
They transcend devices that themselves are 1-C, the Annihilarrgh and Chrono Navigator, both of which can significantly affect the cosmology (all timelines). Also directly from his page, it is shown that just a little celestialsapien dna being used can cut through a higher dimensional barrier.
As said by other users above, higher spatial dimensional beings can still be seen and interacted with to an extent by lower dimensional beings. Take this example from the movie on this subject (based on the book), Flatland:

Same way with any being of a higher spatial dimension.
I sent the Flatland example, but if you didn't watch a bit of it:
It showed a 3D sphere being interacting with a 2D square. The sphere could do a lot on the second dimension that the square (or any 2D being) could not. Using their third spatial dimension, they could move in and out of the second dimension entirely, their ability to move in and out of it changing their perceivable shape. They could also turn on their third spatial dimension to reveal differing parts of their body, revealing two eyes to the disgust of the square. Etc.
A higher spatial dimensional being on a lower spatial dimension, more often than not, is voluntary. And what the lower spatial dimensional beings see and interact with is just what the higher spatial dimensional being puts in, or allows, essentially.
