Question about absorption

It can be NLF. For example if a guy absorbed a city block level character's energy in his own verse. He can probably absorb anyone at city block, but if someone pits him against a Tier 5. His powers probably won't work. As the guy hasn't been shown to absorb energy from someone that powerful in his own verse.

Yes it's NLF, it can be assumed every character under High 3A can absorb a limited amount of energy. As Bluedash said, a lower tier character can't drain a higher tier character completely
