According to the Intelligence scale, Bavmorda's intelligence should be at least "Genius", possibly Extraordinary Genius. She is a master of animal husbandry, or alchemy, having created monsters from existing beasts such as the dogs called "death dogs", she even learned how to levitate before she could walk, AND is a competent ruler over the most powerful country in the world. Her AP is probably at least 9-A, not 9-B. While she has never exerted 9-A or higher attacks on screen, she did, canonically, cast spells that destroyed "entire landscapes" which could be anywhere from 9-A to higher attack potencies. Lastly, Bavmorda has soul manipulation, with a ritual that is, where she can exile a victim's spirit into another dimension called Oblivion/The Netherworld.
