Quagsire Profile/Scaling

Yes i know,the guy with a Quagsire as Avi wants a Quagsire profile, big surprise, however i do have stuff to back this up

In pokémon adventures manga, Quagsire is shown to be capable of lifting a Torterra (a pokémon that is many times its own weight) and even launching it

From https://www.serebii.net/manga/dp/366.shtml Pearl hollers in surprise that the Quagsire is able to lift up a Torterra "which is several times its own weight, and remarks that it must possess some kind of supernatural strength. Crasher Wake, his face red from holding his breath for Quagsire, lets out a roar, and Quagsire starts to flip Roo over before hurling it towards the edge of the stage."

By our current Pokémon scaling this would mean Quagsire can scale from Torterra right (who scales from other starters)?

In the given case that this is not enough to scale him to Torterra, this is still a 9-B feat
