Me and another member did a spoof profile for this on Jokes Battles, since we weren't 100% sure it could have been allowed back then, but it probably should.

It's probably not 100% accurate though and was made long ago, so it should probably be taken with a huge grain of salt.

Profiles on free games are allowed as long as they are legit and not fan games. Baldi for example.

Would it make more sense to create a civilization page for the cookie theocracy? So much of the Baker's abilities are done through other people and tech, he just heads the whole thing.

Well, the Baker is still the one ruling over everything, and the Baker has some feats of his own, such as Ascending or killing Wrinklers, so I'd rather have a profile for the Baker himself, with all of his things being part of his profile.
