ok, just gave a look, and his probability manipulation is of a very low level, he even died from gunshots, I would go with hazard, her powers not only grow over time, they also make other have bad luck, possibily negating Fortune "luck", and seens much more controlable, giving her a big edgy in this battle, the only way I see him wining this is if he is luck in the start of the fight and a hidrogine pipe explode in her face or something
 
Her luck while just getting her powers is already enough to counter him and the getting stronger thing is more when she actively focuses on wanting something to happen.
