First things first: Dark King should scale to the seeds of darkness (4-A) in his first key. He was unintimidated by them challenging him, and his forcefield withstood some attacks from them. Black and White can almost fight the fused seeds, earning them at most 4-A ratings.
Since Dark King's second key is the sum of his first key and someone comparable, he would be 2x the original feat. In Max Heart, the cures (who are already stronger than second key Dark King) acquire the sparkle bracelets, considering the fact that it let them match someone who previously stomped them, as well as all of this, it should grant an additional 2x multiplier. Due to how close universe shaking is to baseline 3-C (about 1/6th), this is already 4-A+... with Marble Screw Max Spark. Speaking of Baldez, while he was defeated by them, he still put up a fight, and considering the other unquantifiable increases, he should also be this tier. Freezen and Frozen overpowered the attack fairly easily, so they scale as well.
In All Stars, by which point the Cures are likely far stronger, Fusion is able to take attacks from all 14 precure, even all at once. The other Cures prove comparable to Black and White (if slightly weaker), so this already makes large team attacks 3-C, let alone Fusion, who might deserve an "at least" for taking all of their attacks at once (even when he doesn't absorb them for some reaso) Bottom no-selled attacks from Blossom and Marine and should be no weaker than Fusion, and Black Hole has the combined power of every villain from Pissard to Dune, making him many times this. All Stars New Stage's Shadow varies from being stomped en masse by individual precure to requiring a 9 person combination attack to defeat it. He could be 3-C for his stronger parts, though.
Even if you discount that last paragraph, DokiDoki features a 5x statement that makes everyone after Shadow Galaxy level.
