In General do we assume characters can mimic anyone within their tier regardless of power systems

Similar to other so called "insta-win" hax like plot or fate manipulation the context, application and feats of the hax in question take priority above all else we don't assume it to be the end all be all.

By that logic a 10-C with power mimicry can copy a 1-A even though the 10-C comes from a verse that doesn't go pass tier 9.
