Round 2: Both are given a year of prep time.

THE RULES

Batman isn't allowed access to his higher-tier suits such as the Hellbat or the Justice Buster, though he is allowed to go grab one of the Power Rings during his year of prep time if he wants to, but only one, nor is he allowed to use sleeping gas or other chemicals that may otherwise cripple or incapacitate and kill his opponent, whether in a fight or by sneaking these poisons into Kuwbara's drink, nor is he allowed to just stab Kuwbara to death while he is asleep, since that's out of character for Batman in any case. This is just a hand-to-hand duel to test who's stronger.

Batman. He's more experienced and has done much better feats with prep.

Batman has a higher tier, far greater skill, gadgets and far better feats with prep time.

Remove his prep and give Kuwagara prep and this is more interesting

As it stands now, Post-Crisis Batman is 9-B and Kuwbara is 8-C, so he's on a slightly higher tier.

Kuwbara's AP makes this a stomp in his favor. If people think Batman should be Building Level, they can take and it up to a Content Revision thread where if it gets accepted (which I highly doubt it will) then I will reopen this.
