Possible speed upgrade for One Piece?

Now i know i already talk about this but i have a little different question,In Skypica Luffy and others was able to see and react to enel's lighting ,they probably couldnt dodge it(combat speed)but they still were able to see and react it(reaction speed)

However in CP9 arc when Luffy use gear 2 first time Blueno was unable to react luffy at all and cant see him ,Blueno is stronger and faster than skypica's Luffy due powerscaling so his should be able to see and react to Enel's lighting also and yet he was completely helpless against luffy,can this put luffy gear 2 MHS+(becuase is look like he was faster than Enel's lighting)?

Also in Enies Lobby Blueno was able to move to fast than luffy's eye can see and react ,same luffy that was able to follow lighting so maybe even there they was already MHS+?(only for CP9 and all the pepole that above Blueno tier)
