Possible One Punch Man Island level feat

So a while back, someone requested this feat to be calced. It's a feat done by someone other than Tornado, and it came out to be 14.9 gigatons, or Island level. But the problem was that we never saw the character actually perform the feat, so we don't know if he did this with one attack, or if it took multiple attacks. To me, it just seemed like the character was walking and that was what caused the destruction. Either way, the character currently is listed at 7-B, even though he technically has a 6-C feat.

Is there a way we can properly rate this character?
 
Personally I feel like this is an attack done once, since the thing doesn't seem to stop and repeat the damage. There would not be any gaps where the human city is still standing in that case. Or it would be attacking in an area where there's already destruction.
 
True. Though it was good to fit alongside the other high rank S rankers and Dragon Classes when they were mountain to island level

There really should be an anime-key

I also think it was done with one attack.
