Popeye & Bugs Bunny revision

I think there was also an episode where Popeye cuts the movie tape like Bugs did, but I don't know the episode's name.

The video "Popeye vs Saitama" by cartoon fight club shows it during there explanation of Popeyes abilities.

Well, he did not destroy his entire setting. I think that accidentally cutting the tape in half must be considered as unquantifiable.
 
It's at least a High 3-A feat since he could rip 3D reality "outward" giving him a limited degree of 4D power
 
We likely cannot count a gag feat from the early 20th century as 4-Dimensional. Also, Popeye is apparently already Low 2-C for another feat.
 
Well, that probably is a Low 2-C feat.
