Pixel scaling question: Diagonals

Pretty much what the title says...

But let me explain what I'm really trying to ask, how do you do diagonal scaling? Is there any tools that you use to help with that or something else? I have a hunch on how this might be done, but I won't say for sure yet.
 
Diagonal scaling as in its further away or diagonal scaling as in literally just a diagonal line?

But whatever, I suppose my question can be applied to both.
