Rules
9-A Midgame Cuphead is used.
Cuphead has access to the Peashooter, Roundabout shots, Coffee Charm and the Invincibility Super Art.
Death is given prior knowledge of Cuphead’s ranged reliant combat, but not the details of his powers.

The fight takes place in the middle of the Wishing Star.

The distance between the two combatants is 4 meters.

Speed is equalized.​

So, Death is 2.1x stronger, which isn't a crazy difference, but it's noticeable. Cupheads gonna have a hard time maintaining distance here since Death can trap him with the fire ring. While in the fire ring, Cuphead's gonna have a pretty hard time avoiding Death's blows due to Death's skill and how little space he has. Cuphead might be able to stay out of Death's fire ring range by running away with his higher travel speed, and can shoot back at Death while running by using Roundabout shots. Imo this comes down to whether Cup gets trapped or not, and I'm kinda leaning in his favor rn due to his higher travel speed.
 
Cuphead's gonna have a pretty hard time avoiding Death's blows due to Death's skill and how little space he has.
To give Cuphead some credit, he HAS experience with dodging a bunch of things while in a limited space, though not to the extent of someone as skilled as Death. Not to mention Death specifically shows feats of tagging someone much smaller than him.

I will agree with you on that last part though, Death gets a huge advantage if Cuphead gets trapped.

Death is def smart enough to realize this, once Cuphead utilizes it. And thus would dismiss the flames, which will give Cuphead much more of an advantage for the range.

Holy crap I completely forgot about that, the ONE time Cuphead’s Parry Slap is actually relevant in a fight.

Though to Death’s credit, Cuphead has to actually time parries, and with resistance to his own fire there’s a chance Death could just punish him for parrying or interrupt him mid parry.

Parries are NOT hard to do... and Cuphead is absolutely skilled enough to constantly do it. While Death is resistant to fire. Cuphead can easily pop the Invincibility Super. and keep parrying while shooting to get it back even quicker.

Plus Cuphead has faster movement speed with dashing

I am Leaning towards it. Just wanna wait for counter arguments if there are any.

Death has the AP ad LS advatage.
Skill I'll give to death for pretty obvious reasons.
Death's flames being pink is actually pretty terrible for Death. Not only will cuphead parry it, but cuphead will gain a LOT of EX and super. However, there are a few drawbacks.
Cuphead doesn't resist heat so he would just get torched or severely burned if he tries that.
Death will absolutely punish Cuphead for even trying to pull that shit off.

I go with Death. He would almost immediately close the distance with Cuphead trying to further the distance, but eventually, I see Cuphead falling about 8/10.

Don't forget that Cuphead negates the attack when he parries it. He literally does it to bullets and energy-like projectiles. He has even negated and wasn't affected by pink Fire breath from a dragon... He can also just destroy it if he wants too

I completely forgot too, Cuphead has muuuuch faster attack speed with his projectiles. Transonic combat and movement speed, Supersonic movement speed in short bursts, Supersonic+ attack speed. (Mach 4.6), over a 4x difference. So Death will HAVE to Aim-Dodge Cuphead's projectiles too.

Yeah I might have to vote Cuphead here.
