Ikkis primary go to is Matter hax, and mind hax. Matter hax is good sure but I feel like the Mon can probably resist anything Ikki does.

But does the Mon have the Range to affect Ikki? If not this might be an incon

Well ikki can amp himself via miracles, rage amp, maybe that'll do something?

Passives are Matter Manipulation (Atomic destruction), Heat (at min leaves catch fire), Accelerated Dev (getting stronger over time), instinctive reactions, supernatural will power, Reactive Evolution, Fate manipulation and Negation of Fate Manipulation, Stat amps (Miracles and Rage boost)

With God Cloth he has the 8th sense which is 5D HDE, Large Size Type 10 (From 5D size).

Do low Tier Digimon have NEP? Ikki cant affect that on profiles yet. Neither can he affect Information or Concepts yet.

And he definitely cant negate regen.

Usually Dark Area Digimon have NEP due to being made of Darkness. Leomon doesn't have that. He has NPI tho but probably not relevant.

Leomon as a Digimon resists Mind hax, since you need to reach his Digicore to do so, and if you can do that, you'd have to break his wireframe first, so it doesn't matter.

Leomon also have Reactive Evolution like all Digimon, and also Data Manipulation covers Matter Manip (quantum level). Leomon has that at 7 layers.

Fate manip might be a problem, tho.

In character, he'll start with Jūouken which is firing an aura in shape of lion head, and then use other moves as fight goes on.

The Fate manip is a core part of Ikki.

Ikki leads with punches and physical attacks imbued with Cosmos Energy before he uses mind hax (baseline) [wont work]

Even if ikki lost his physical body his 5d HDE large size Type 10 omnipresent soul can still fight without any loss pf power.

If Fate manip cant do it then I think tgis is a situation of incon. Neither can defeat the other? Though I know better than to underestimate digimon like that

Technically Leomon can hack the Data that makes up Fate/the Future... but as a Vaccine mon, it is not in character for it to do that unless it is to fix abnormalities in thw environment... what does Ikki's Fate manip do?
