Basically, the effect itself in the exact instant is irrelevant to the tier itself. He could make the wishes of humanity come true in many ways and the individual effects aren't that impressive, normal resurrection, mind manipulation/influencing, a few things happening in a certain way, etc. What matters is the way he makes those wishes become true, that is by taking over the very core of reality and putting his distorted view of an idealized truth as the rule that maintains all of existence working.

Think like you could make half of the universe's population die in an instant. You could do that by using basic death manipulation over a very high area, but you could also look at the core of reality that emanates everything that happens and from that core change a few lines of the code of reality with the result being "half of the universe's population died". You could make that be just half of the earth's population to fit more with the range shown directly in Persona 5R.

The point isn't what he did, but how he did it. If he had unlocked low reality manipulation that lets him shape the world into his personal universe, there are many ways of doing that, in fact, many demons have pocket universes of their own and in the right conditions they could overlap with the physical reality and take over it with the right unbalance. What matters is how; it's the fact that he ascended to some of the highest levels of the Qliphoth/Sephiroth in the very sea of souls they all come from and uses that to emanate his distorted view of the world as the sole single reason for everyone by making their deeper desires become true.

It would makes sense that its only Earth because Cognition is the concept of people view shaping the verse, so it would makes sense it would only be earth because that's where sentient life is at, where y'know the people live.

The problem with that idea is that the verse isn't limited to just the planet, the cognition affects the nature of physical reality itself, and that doesn't stop at the atmosphere, the moon, the sun and everything in the physical world is still made mostly of the same materials stuff and included in that structure, there's a whole part of Persona 2 all about the nature of being one with reality that is greatly explained in the cosmology blog.

You admit that Cogniton shapes the verse (short for universe, by the way), but it only affects the Earth. Can you find me other pieces of media that refer to all of existence as just the planet? Movies, comics, anime, manga, books, anything. I just can’t convince myself you’re a good faith debater with this.

• Maruki's tier for Actualization is HOW he does it, not WHAT he does it with.
• It isn't normal reality warping, he literally bends the core/foundation of existence (Cognition), to grant people their wishes, which is the main premise.
• Like Immortal said, it's like Time Stop, if you're in a fight against someone and you have the ability to stop time and when used, you are stopping time everywhere else but the center of effect is the opponent.
• Maruki is effecting the entire cosmology of Persona given that he said he is going to rewrite all of existence and he manipulates Cognition, the core and foundation of existence.
• The way he does it goes to AP because he used said Hax to amplify himself and his Personas.

1)Mainly, yes. Most of the time, the tiers for SMT aren't that high because of what they warp in the real world, the RW merely makes up the Tier 2 part of the cosmology varying from Low 2-C and 2-A (Unless some obscure media might also include higher dimensions in the physical world), the cognitive world transcends the physical world's space-time existing in a higher level of existence in many ways which gives a structure that starts at Tier 2 and goes on into Tier 1 (Up to the level that will be decided in the next revision). If you want to think about it, the physical world basically doesn't matter in the large scales of cosmology as the cognitive realm has to keep up with all different views of the physical world in a totally transcendent place. So the reshaping, destroying, and creating the RW/HW doesn't matter, put the place you are in the overall cosmology that far transcends the Tier 2 realms of the physical reality to the point it's basically the same as nothing. Maruki isn't Tier 1 because of reshaping the physical world, but because he's at the very top of that cosmology and using that as a way of shaping the physical world.
2) I wouldn't say it "goes to AP because he used Hax to amplify himself and his Personas", that is just the nature of things in the cognitive world, affecting things in their metaphorical physicality and the cognitive powers is one and the same, the more you go into non-physical the more you really can't divide AP from Hax because those become the same thing view through different lenses.

I've watched until only Futaba's palace so far so I could be wrong, but Morgana states its the palace for everyone, so not just Japan. Shadows there also seem to separate Mementos from the sea of souls so they may not be the same thing but are linked
