He downscales since he still got stomped, he was just able to cancel out a Kamehameha from him with his absolute strongest attack.

Anyways to recap, they both scale to...basically the same power, both of them beat the shit out of the same people with the exact same ease and got the shit beaten out of them by the same guy (Cell kinda got off easy because he had regeneration, Freezer's resistance, a protective exoskeleton and Gohan ******* around to torture him) while Bojack had to fight a Gohan not ******* around and managed to cancel out a casual Kamehameha with a hole in his chest.

Still makes for a really dumb character regression though. In any case, I don't think Bojack is just gonna stomp out Cell the same way Gohan did since he's weaker than SSJ2 but stronger than MSSJ Gohan.

Cell due to insane regeneration, versatility, Zenkai Boosts, vastly higher martial arts knowledge (as far as we know) and his incredible intellect compared to Bojack. Even if Bojack scales mildly higher, he’s not going to be able to take advantage of it, especially when he’s fighting 4 Cells who, unlike Tien, did not get weaker when the original splits apart. This is especially egregious when you also include the Cell Jrs., who are all ~Cell himself. Basically, Bojack is getting Jujutsu Jumped by someone who is superior in every way except maybe strength, and he’s either equal or only slightly superior + Cell has means of exceeding that difference.
