Dude, the series is over, that is the reason Homura's never drains anybody aside of Madoka. You cannot just disregard of a feat like that just because the character's only using the ability once. It's like saying Shunsui's Reality Warping Bankai won't work on anybody since he has only used it against Lille Barro. Homura's draining a 2-A abstract existence alone should be more than enough to tell that it will works on anyone infinitely weakers than the 2-A characters.
