Though I’m not to certain nor knowledgeable in high tier scaling, pennywise can turn peoples abstract fears into physical form via his reality shifting ability. Wouldn’t this grant some form of scaling upgrade as hes transcending abstract concepts/ideals.
Also its stated that all living things must abide by the laws of the shape they inhabit which suggests when a higher power being like it enters a lower level of reality they must inhabit a physical shape, so we could assume pennywise came from another world, maybe we could assume that the macroverse exists in this reality like the novels. the macroverse is outside spacetime so beyond 3d physics. also its true form is 3 spheres of pure light which see incomprehensible and mere humans looking it make them go insane and/or become subdued.
The reality warping also is on a almost conceptual level, creating abstract fears into reality, affecting whole buildings which included the fear of her father.
All of this suggests a upgrade to pennywise, take what you want from it and determine a tier or ability. (keep in mind im inexperienced in high tier scaling so please fare well)
