You're right, this is interesting. There are a few different factors that could effect this fight.

Penny

Advantages:

• Faster
• More ranged attacks
• Can attack from multiple angles simultaneously

Disadvantages:

• Na├»ve
• Less durable
• Aura may or may not have a limit

Zac

Advantages:

• More durable, high resistance to physical attacks
• More close-combat abilities
• Regenerationn, as well as healing by absorbing matter he has lost
• Can absorb the force of physical attacks to increase his power
• If he is defeated he can reform unless the leftover pieces of his body are destroyed
• Can expand his body to cover a large area

Disadvantages:

• Slower
• Nice to the point where he may try to avoid hurting his opponent unless he's extremely angry
• Each of his spells requires him to expend a portion of his body, though he can reabsorb it

Personally I believe Zac would be able to win despite the speed difference because of his Regenerationn, resistance to physical attacks, and large-scale AoE attacks.

I was gonna suggest a Metal Gear song but I think this is a bit more fitting.

Is reforming really such a useful ability on a one on one? Penny could just continuously roast him with lasers. And I wouldn't say Penny is naive if she could actually put up a fight against Pyrrha, who's one of the more skilled fighters around. It's only part of her personality in all honesty.

Resistance against physical attacks would help but it's not as if Zac has 'more melee' attacks anyway. And lasers should be dangerous to him.
