The problem here (And not only with Pearl, also with several characters here) is that you use Power scaling of the Power scaling of the Power scaling to measure the characters in an abusive way

A character dodging a single object being constantly launched at them one at a time is only reaction speed while a character dodging multiple objects at once or dodging multiple objects from multiple directions simultaneously is both Combat + Reaction Speed.
There are characters who can tag pearl and she can tag them, it's reactions and combat speed. If no other character could touch her it would just be reactions.
Like simultaneously dodging your opponent's attacks and physically attacking them in a speed which is too fast for them to react would be a good example of both Reaction + Combat Speed
