Passives vs Infinite speed

Infinite Speed would produce an effect like a Time Stop in comparison to beings with Finite Speed. Passives don't have any effect in Time Stops. Though this all depends on how fast the user can accelerate to Infinite Speed.
 
So three people three decisions for passives
Faster the Infinite
equal to infinite speed
slower then infinite
just great lol

(some distance) / (infinite speed) = 0 time.
Functionally, infinite speed is a relative time stop.

By our standards, passives are "slower" than time-stop, and so it would be presumed they are "slower" than infinite speed as well.
As Everything12 pointed out, this is only the case if they are already moving at infinite speeds.

Well, let's say your top running speed is 10mph. If you had to run, you wouldn't instantly start running at 10mph.
It would take some time build up that speed, and characters with top speeds of infinity are often not any different.
If it takes a moment to get to infinite speed, then the passive would take effect before they got there.

I think we can see it as both being infinite in speed, but actual infinite speed being faster, while passives have the advantage of no need for acceleration.
