Party Member Scaling

This is a question I recently thought of, though I'm pretty sure I already know the answer.

So, where do we stop when it comes to scaling party members to a feat of say, the main villain when they're not the main protagonist or have a lot of relevance. Like, say, there's a party member. We'll call her Ren. She has no major relevance on the plot. She's just there to be recruitable. She can be taken to defeat the main boss. We'll call him (because I'm Cal) KaguLavoHomucemon. Would she scale? And if she did, would she if she were optional as well?
 
I think it just depends on what the story dictates on who's present.

Final Fantasy XV, for instance, only has Noctis participate in the final battle against Ardyn, the other guys get knocked out.
 
This whole idea of "It's optional so it doesn't scale" is really stupid to me.

Games are MEANT to be an interactive medium. Not allowing stuff because it's "optional" defeat the entire point of the medium.

Unless it's contradicted by Ren's power standing in the verse, she should scale.
 
Party Members scale unless they're explicitly stated or shown to not be on the same level
