I don't know if this is an outlier, but his rasengan would've killed Kabuto (7-C), if he wasn't already healing himself before the attack landed.

Instead of it saying 8-A, Higher with Rasengan (Damage Kabuto with it).

It should say 8-A, 7-C with Rasengan (Damage Kabuto with it).

I'm fine with the change.

Pervy Sage I think stated that Naruto ma have killed Sasuke the first the Rasengan and chidori were gonna clash and that Sasuke was already 8A so it's safe to say Rasengan should be rated as 7C

Yeah Jiraiya and Kakashi both scholded each other for teaching them both Ninjutsu that could kill the other

The upgrade is fine and won't effect anything major or anyone else, just changing the higher with Rasengan to 7-C with Rasengan. The reasoning on his page is alright it's just Kabuto is 7-C and the Rasengan damage him.
