I mean, the question is just “Can they be outliers” not anything in specific

If it actually fits the Outliers criteras, then probably, but that would be a weird case ngl. Outliers are generally based on AP/Strength/Dura feats.
Also, note lower dimensional characters can interact with higher-dimensional characters throught Higher Dimensional Manip (unless Im miss understanding what u meant here

Answering the question: Yes, it can, per example, if Reed Richards showed several times to be unable to stretch for more than 10 kilometers, however, reached Interplanetary distances through his Elasticity in another comic, that would make the Interplanetary feat an outlier
