Nope, that would be 1-A+. High 1-A would be transcending the infinity layered 1-A realm to the point where nothing reaches you. Think of it as an infinite staircase and the person who is High 1-A would be above it. No matter how many steps are added, it will never reach the High 1-A.
There are other ways to reach High 1-A but I'm not knowledgeable on that.
