Blast could react to Empty Void and his dimension slash which is a higher dimensional attack that ignores distance.

i think it should be fine to say its infinite attack speed. cant imagine distance being something else.
But blast's reaction might be different. like when you slash the sword. it hits instantly. but there is time you spend to slash the sword. thats probably why the attack hit the area first rather than instantly hitting HQ.
or it might just be a "greeting" like blast says.
also it might be dimension related too. since blast seems to act before it even began? or he did it when it hits the earth?
