I think ZeedMillenniummon tier low 1-C is above Bagramon.

I don't remember why Ogudomon isn't considered a Low 1-C even though I's pretty sure I heard the True Forms could fuse together but if it was a Low 1-C than it should be between True Form Lucemon and Shoutmon x7 Superior Mode.
