Use any LEGITIMATE reasons or powerscaling you see to justify the winner... Remember this isn't exactly an actual fight here, so be as creative as you can. Power deosn't always dictate the winner in these cases.
For this one time though, I ( arguably the most knowledgable person about Job Burke's powers ) will join in the debate arguing for Job Burke. This is a competition to see if your reasons are better than my own.
You simply have to name other people that can beat him. Give really explicit reasons, such as scans and feats, and i'll see if they have the potential to beat him. If they can, you get a Kudos. If they can't, i'll say restate your reasoning or something along those lines. I'm doing this because i want to see more creativity in people's reasoning other than power and hax .
