For what i know he mostly ready minds and possess people.

Freddy probably wouldn't start off with his hax straight away since he likes to toy around with his targets and see how far he can torment them with fear
Considering how many people Omori's BFR'd, it can be argued it's more in character for Omori to BFR Freddy than for Freddy to incap Omori

Voting for Omori, i feel like Omori would just BFR Freddy before he gets the chance to fight him, plus Omori has resistance to fear manipulation which empowers Freddy.

Then again if a character BFR's someone during a fight would it end up as inconclusive?

I think it counts as a win. I don't see why it would be incon, the opponent is after all incapped.
